PyPI-like functionality to PloneSoftwareCenter

I’ve added some PyPI-like functionality to PloneSoftwareCenter. I’ve sucessfully used the ‘register’ and ’sdist upload’ commands of standard distutils and setuptools respectively to register and upload a release to a local PSC setup.
